World cup is private friendly tournament, it is impossible to play any qualification, NHL play before the tournament and we have more important World Championships. In hockey system never will be similar like in soccer because we have NHL, which block any moves.

Sorry guys, you are both wrong here and this poll is a dead issue.
The teams of the 2004 World Cup were determined by the Top-8 finishers of the 2002 World Championships.[/b] Germany finished 8th that year, that is why they are in.
Also, for the old Canada Cup, this was the case: All the Finns here will confirm that Finland did not take part in the 1984 Canada Cup. West Germany was there becuase the West Germans finished ahead of Finland in that particular qualifying year.
I have also heard that for future World Cups, they will use the newly devolped IIHF world rankings. I think they should expand the tournament to 10-12 teams though.
Moral of the story: There is a qualifying process and it is NOT a private tournament.

Nevertheless, Gurj, you have to admit that the NHL blocks all moves of the other hockey organisations. The NHL thinks that owns hockey. Damn, I want the lock-out. As I said, only one best vs. best international tournament didnt take place in North America. Nagano 1998. The only on the european rink too. Just one out of 8!

Gurj, you have absolutely right with your version of qualification, but Ranul asked about qualifications like in SOCCER. I don’t know that you know system in soccer, I just said that in my opinion it is impossible. About private tournament, well I have some arguments: - 1984, no doubt that this is true but such surprises are very rare and almost always we know that the same teams will play there and NHL know too. - On present times for NHL it is any difference that in world cup will play Germany or Switzerland - if they change system to ranking system this let say “scheme” will even stronger. What do you think, it is possibility that they want to do it because Russia was below top eight now? - because Russia may and use non Russian players like Zubrus and Nabokov This is my opinion, what do you think?

- I can't say much about your other point except to say that the IIHF was never involved in any of the Canada Cup tournamens until the 1991 one. This one will mark the 3rd one of all the Canada/World Cups the IIHF has been involved in
@ Lukasz - I don't think that the hockey world is yet ready for a FIFA - style World Cup qualification process (I am familiar with FIFA's process) because of the heirarchy in the hockey world. Don't get me wrong - I hope that one day this will be feasable. I want hockey to be popular in as many countries as possible so that one day we could have at least 12 to 16 countries that are competitive at the elite level
- when this World Cup was announced (about 18 months ago), Bill Daly, the NHL's Executive Vice President and Chief Legal Officer was on a radio-call in show, and I called in with 2 questions: (1) why was Switzerland not in? - he responded by stating that the 2002 World Championship's top-8 was used as the criteria for selecting the teams - and (2) why has the tournament not increased from 8 teams to 10-12 teams - he responded that he didn't think there was enough depth to warrant that increase YET (I disagreed with this) but he did say that this was on the agenda for the next World Cup (2008?)
- Russia is not out of the Top-8, they are still 7th. They finished 10th in the World Championships - but this result dropped their World Ranking from 4th to 7th.

There were more than 100 countries want to play in the World Cup of Soccer tournement, so there must be qualification rounds to qualify. There were not many countries playing ice hockey, mostly European and North American so 8 countries is probably right for the quality level of playing and was based on World Championships result. Finland did badly in WC'83 so it missed Canada Cup '84, replaced by West Germany.

i agree with all that you say ... but it will be a good opportunity for "small country" to meet "big country" (... i don't want to imagine the final score ) i know that french tv will broadcost this WC , i'll watch all the games because it's hockey... but i'm not really excited by this event this WC can look like an private tournament for the novice ... or like World Championships II with my "soccer mentality" ( ) , i agree with a qualification round before an world cup (for all sports) , but it's impossible for the hockey : not much countries , big level difference between the "big 7" and the rest, and the NHL calendar... P.S : there were more 200 countries which want to play in the WC of soccer

I would love to see World Cup being more inclusive. They should have qualification in the same way Olympics does. Maybe have guaranteed spots for the traditional World Cup/Canada Cup nations if they want, but have some spots to play for. Also, they should have World Cup every year. Norway, Poland, and Iceland at World Cup '05? Why not?

Heh, as fun as it would be to see top-calibre hockey that often, with World Championships every year, a World Cup every year, and an Olympics every 4 years, I don't really think the players would be able to make it without dying of exhaustion
